General Information

The U.S. Oil Open Fund for Basic Needs is a field of interest fund to assist established nonprofit organizations with a proven record of success in maintaining solid, critical programs that address the root causes of poverty and prevent persons in episodic crisis from becoming persons of chronic need.

 Priority will be given to projects/programs that:
·       
Help at-risk children become healthy and ready to succeed in school.
·      Strengthen families to help them meet their basic needs and build their financial self-sufficiency.
·      Help uninsured and underinsured residents sustain a higher quality of life by reducing acute and
      long-term care crises.

·     
Empower, dignify, and support individuals affected by aging and dementia with low or fixed incomes.

GRANT AWARDS

·        A single organization may request up to $25,000 annually. (These requests should be made on the
      Community Foundation’s standard grant application.)

·        Collaborative projects may request a maximum of $100,000 per year for three years. A letter of
      intent
is required to be submitted before a formal application is accepted. Collaborative grants
      support programs undertaken by a team of two or more non-profit organizations because the scope
      or complexity of the project can benefit from each organization’s particular expertise, area or
      provided services, or other factors.  Collaborating groups are coordinated by a single non-profit
      entity but should meet on a regular basis to oversee the project.

 A single organization can apply for one annual grant and an unlimited number of collaborative projects each year. 

TYPES OF GRANT SUPPORT

Project support – Grants to initiate, support, enhance, or expand specific projects or programs with goals and measurable outcomes that are consistent with the funding priorities. 

Operating support - Unrestricted grants to support organizational operations directly related to the proposed project. 

Capacity building – Grants that either enhance an agency’s ability to meet its mission and goals or position an organization to increase its scale and ability to meet community needs.

Policy analysis and advocacy – Grants to nonprofits that conduct nonpartisan studies, engage in public awareness campaigns, and promote collaboration among nonprofit, public, and civic groups around critical community issues.

DEADLINES

The Community Foundation disburses discretionary resources from the US Oil Open Fund for Basic Needs one time a year.  Letters of intent for collaborative projects must be received no later than March 1. Invitations to submit a full grant application will be issued by the Community Foundation within 10 business days of receipt of the letter of intent.  Organizations applying individually and invited collaborative applications and are due April 1.  If deadlines fall on a weekend or holiday, information is due on the last business day prior to the deadline.

QUALIFICATIONS

All applicants must meet the following:

·        Be tax exempt and qualify under section 170 (b)(1)(A) other than clauses (vii) and (viii) of the
      Internal Revenue Code of 1986 (typically a 501(c)(3) public charity).  In addition they should be
      qualified as a 509(a)(1) or 509(a)(2) under IRS Code.

·        Serve the people of Greater Green Bay – Brown, Kewaunee, and/or Oconto counties, Wisconsin.
·        Operate, choose a governing board, and provide services without discrimination.

 RESTRICTIONS

The Community Foundation does not make grants from its discretionary resources for the following:

 

  • Efforts substantially serving people outside of Brown, Kewaunee and Oconto counties, Wisconsin

  • Annual or Capital Campaigns

  • Promotion of any religious belief

  • Individuals (except scholarships)

  • Debt Retirement

  • Lobbying

  • Activities occurring before the grant is awarded

APPLICATION PROCESS

1.   Dream.
A charitable organization or group of organizations develops a good idea that addresses a problem or an opportunity.

2.   Share the Dream.
Collaborative groups (asking for a maximum of $100,000 a year for three years) must submit a letter of intent no later than March 1.  Invitations from the Community Foundation to submit a full proposal will be made within 10 business days of receipt.  Guidelines for the letter of intent

Single organizations (applying for a maximum of $25,000 for one year) are encouraged to visit with the Community Foundation to share the idea and receive informal feedback.  

3.  Put the Dream on Paper.
     The charity completes a formal application and submits the materials to the Community Foundation
     for consideration. 

4.   Do We Dream Together?
      The Community Foundation determines if it would like to work together with the charity on the project. 
      Site visits and interviews may be conducted as part of this process.

5.   Make the Dream a Reality.
Now it’s time to implement the idea and turn the dream into a reality.  Funds awarded are generally available soon after award decisions are made.  Multi-year grants have a few additional reporting requirements to receive second and third year funding.
