Housing
Safe and equitable housing solutions transition residents out of homelessness and prevent those at risk from becoming homeless, all of which have implications related to employment stability, improved physical and mental wellbeing, financial stability, and enhanced educational opportunities.
The Data
Homelessness
Over the last three emergency shelter seasons, the number of unsheltered individuals experiencing homelessness in Brown County has nearly tripled – from 28 in January 2022 to 86 in January 2024.

Housing Affordability
2 out of every 5 renters spend 30% or more of their household income on rent. The threshold for affordability is 30% or less. In Oconto and Kewaunee counties, the percentage of cost-burdened renters is slightly lower. However, neither county has an emergency shelter, so residents who lose their housing must travel out of the county for shelter, further jeopardizing their ability to work and regain housing.

Disparities Data
In our community, households that identify as Black, American Indian, Hispanic, or biracial experience poverty and financial hardship at greater rates. In Brown County, the experience of homelessness is far more likely to occur if you are Black (14.2 times more likely than White, non-Hispanic), American Indian (9.9 times more likely), or Hispanic (7.1 times more likely). Yet these individuals are not more likely to receive supportive services.

COMMUNITY ACTION
The Greater Green Bay Community Foundation aims to end homelessness by advocating for the Greater Green Bay Blueprint to Prevent and End Homelessness. More than 50 nonprofit and government agencies, coalitions, and service providers are making progress in 62 of the 111 tasks identified in the Blueprint for long-term positive change.
This progress is reducing barriers, increasing the number of affordable units, and opening the lines of communication for a more holistic and human-centered approach to housing solutions. Yet these are incremental wins in a complex and urgent issue. More community-wide work is needed to maintain those wins and accelerate further progress.
