Poverty and Financial stability
When the systems that create generational and situational poverty are reconstructed, everyone is given equal opportunity to achieve and maintain economic stability for a thriving community.

In Brown, Kewaunee, and Oconto counties, 1 in 3 households overall (33%) live at or below the ALICE threshold*. ALICE defines those who earn just above the poverty line, but less than what it costs to make ends meet. In some communities, the percentage of households living at or below the ALICE threshold soars as high as 52%. In the city of Green Bay, it’s 42%.
*Includes ALICE households and households at or below the federal poverty line.
50% of Black, American Indian, Hispanic, and bi-racial households in our area live below the ALICE threshold, compared to 33% of white, non-Hispanic households. Single-headed households with children are also more likely to be in financial hardship (33%) compared to their married counterparts (9%).
The fulfillment of basic needs is a priority of many organizations and agencies throughout the community. Breaking the cycle of poverty and providing financial stability requires community-wide attention and broad systems change.
Progress has been made to advance the local measurement of financial hardship, as well as increased funding to projects and initiatives related to economic stability. However, there is no cohesive community plan for addressing the systemic and root causes of poverty.
